PROBLEM TO BE SOLVED: To provide a rolling sliding member and a rolling device usable suitably even under the condition with a large contact stress acting thereon, under no lubricant condition or in a foreign matter intrusion environment. SOLUTION: Base materials of an inner ring 1, an outer ring 2 and a ball 3 are covered with a DLC layer D having 100-280 GPa of equivalent elastic modulus, on a contact face of the inner ring 1, the outer ring 2 and the ball 3 of a thrust ball bearing. A surface roughness Ra is 0.03-0.2μm in a portion covered with the DLC layer D out of the base material. The DLC layer D is constituted of a carbon layer C comprising carbon, a composite carbon layer FC comprising tungsten and carbon, the first metal layer M1 comprising tungsten, a composite metal layer FM comprising tungsten and chromium, and the second metal layer M2 comprising chromium, and the five layers are sequentially arranged in this order from a surface side of the DLC layer D. A projection material having 3-150μm of average particle size is injected to execute adhesion treatment of spraying the projection material onto the composite carbon layer FC, after the composite carbon layer FC is formed.
