PROBLEM TO BE SOLVED: To provide a video signal processor, a video display apparatus, and a video display method for detecting a black stripe region included in an input video signal in a shorter period of time and attaining easy to see video display. SOLUTION: A black stripe detection section 2 detects the black stripe region included in the input video signal. Further, an arithmetic section 31 in an image processing section 3 calculates a magnification or reduction ratio while keeping an aspect ratio of the input video signal on the basis of a result Kout of the detection of the black stripe region.
