PROBLEM TO BE SOLVED: To provide a non-chromium aqueous rust inhibitor composition containing no chromic acid and having performances equivalent to those of a surface treating agent or a coating containing chromic acid. SOLUTION: This aqueous rust inhibitor composition is a non-chromium aqueous rust inhibitor composition comprising (a) an aqueous non-reactive self-emulsifiable urethane resin dispersed in water substantially being free of an emulsifier, (b) a solution in which ferric nitrate is dissolved and neutralized, (c) a cellosolve such as methyl cellosolve, ethyl cellosolve, butyl cellosolve, methyl cellosolve acetate, ethyl cellosolve acetate or butyl cellosolve acetate, or a silicone-based nonionic surfactant and (d) an alcohol, wherein the resin component accounts for 6-35 wt.% of the total weight.
