PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit device provided with a gated latch circuit capable of further stabilizing initializing operation, and to provide a design apparatus and a design method capable of further simply verifying the semiconductor integrated circuit device provided with the designed gated latch circuit. SOLUTION: In the semiconductor integrated circuit device provided with the gated latch circuit 12 for selectively applying a received clock signal CLK to a flip-flop 13, the gated latch circuit 12 is furthermore provided with a reset terminal and initialized according to a reset signal RST given to the reset terminal.
