PROBLEM TO BE SOLVED: To provide a data management program and data management device for managing data beyond the object of management in such a status that uniqueness and matching are secured. SOLUTION: When requests for registration, change and restoration of electronic data are accepted by a request accepting part 101, the access right of a request origin is decided based on an access right management table (111-A) of a database 108 by an access right decision part 102, and when the presence of the access right is decided, whether or not restriction attributes are set in attribute information applied to the electronic data whose processing has been requested is decided by a decision part 104. When the restriction attributes are set, whether or not the attribute information of the electronic data having the same combinations of the set restriction attributes and attribute values with respect to the restriction attributes is managed by a data management table (111-B) or an erasure data management table (111-C) is retrieved by a retrieval part 105, and when the attribute information is managed, the managed electronic data are updated.
