PROBLEM TO BE SOLVED: To provide a request limiting method for selectively limiting a specific request pattern whose load reduction effect is determined to be the highest according to the load state of a server. SOLUTION: A Web server 2 is provided with a load information acquiring means 22 for acquiring load information about a plurality of load items; a request classification means 23 for classifying requests transmitted from a client device 3 to the Web server into a plurality of request patterns, and for acquiring a load index value at each request pattern, an influence index value calculation means 24 for calculating an influence index value showing the level of an influence given by a request to load information at each request pattern and each load item based on the load index value; and a request limiting means 25 for determining a limited request pattern as a request limiting object based on the influence index value, and for limiting a portion or the whole part of the request belonging to the limited request pattern.
