PROBLEM TO BE SOLVED: To restrain an increase in a discharge quantity of unburnt fuel and even misfiring, while restraining a discharge quantity of NOx, when an operation state of an internal combustion engine becomes a transitional operation state, in an exhaust emission control system of the internal combustion engine having a supercharger and an EGR device. SOLUTION: Target supercharging pressure and a target EGR gas quantity are calculated on the basis of the operation state of the internal combustion engine (S102). When actual supercharging pressure does not reach the target supercharging pressure when the operation state of the internal combustion engine becomes the transitional operation state (S104), an EGR gas quantity is controlled in a quantity less than the target EGR gas quantity (S106 and S107).
