<P>PROBLEM TO BE SOLVED: To provide a composition whereby a transparent conductive film having excellent antistatic effect, very high visible light transmissivity and natural hue in a transmitted image since there is no hue absorption, excellent abrasion resistance, and also a controllable refractive index can be formed, and to provide the transparent conductive film, and a display having the transparent conductive film on its display surface. <P>SOLUTION: This composition for forming the transparent conductive film comprises a binder component and conductive powder and powder having a high refractive index which are dispersed in the binder component, and the conductive powder is tin hydroxide powder.
