PROBLEM TO BE SOLVED: To generate fixed leakage radio waves, independently of the shape of radio wave leakage location, and to improve the S/N ratio of received leakage radio waves and noise radio waves. SOLUTION: A testing system transmits a test radio wave D with a circularly polarized antenna 39 for breaking off dependent relation between the polarization direction of radio waves and the shape of leakage location; by receiving a leakage radio wave E with circularly polarized wave antenna 41 so that the dependence relation between the direction of polarization wave and the shape of leakage place is broken off. For improving the S/N ratio, while modulating a test signal A by pulse amplitude modulation with pseudo-random noise code, such as M serial code B, and receiving a signal F for detecting by AM, the detection signal G is pulse-compressed in the frequency region, and a receiving level I is acquired from the peak value of pulse-compressed wave-form data H.
