A water-soluble micelle-forming cyclotriphosphazene-taxol conjugate anticancer agent, which is biodegradable, and thus, slowly release taxol, represented by the following Formula 1: wherein R is selected from the group consisting of H, CH<SUB>3</SUB>, (CH<SUB>3</SUB>)<SUB>2</SUB>CH and (CH<SUB>3</SUB>)<SUB>2</SUB>CHCH<SUB>2</SUB>; each n is the number of ethylene oxide repeating unit of poly(ethylene glycol) selected from the integers of 7-12; and x is 1 or 2.
