PROBLEM TO BE SOLVED: To regulate the capacities of cells without computing a variation among cells in the capacity or an amount of capacity regulation. SOLUTION: Cell controllers CC1 to CCt having a capacity regulation circuit regulate the capacities of a predetermined number of cells among multiple cells so that the voltage of the predetermined number of cells becomes equal to a target voltage.
