PROBLEM TO BE SOLVED: To provide a speed governor for a hydraulic turbine power generator capable of inhibiting motoring or loading after systems are paralleled. SOLUTION: This speed governor is provided with a collection function apparatus 19 finding no-load opening by operating from guide vane opening signal when systems are paralleled by a function. Speed signal formed by a speed drop rate setting apparatus 6 based on guide vane opening deviation signal subtracting guide vane opening when paralleled from no load opening found by the compensation function apparatus 19, and target speed signal of a speed setting apparatus 2 and speed signal of a speed detection apparatus 3 are acquired, and open and close of the guide vane are controlled to operate the hydraulic turbine generator at the target speed based on those. Delay of hydraulic pressure steel pipe and a hydraulic turbine runner to opening of a guide vane is compensated when a hydraulic turbine generator is set in parallel with an electric power system.
