PROBLEM TO BE SOLVED: To provide a stirring/mixing apparatus which is used for a soil improvement method for residential soil, has stirring efficiency higher than that of a conventional apparatus, and capable of being constructed in a short time at low cost. SOLUTION: The stirring/mixing apparatus 1 includes a rotating rod 11 having a passage for supplying a solidification agent, an excavation vane 21 disposed on the lower side of the rotating rod 11, stirring vanes 31 and 41 for stirring and mixing excavated soil and the solidification agent, and an upper discharge opening 51 and a lower discharge opening 52 that communicate with the passage 13 of the rotating rod 11. In a process of driving in the rotating rod 11, the solidification agent is discharged from the lower discharge opening 52, while being in a process of pulling out the rotating rod 11, the solidification agent is discharged from the upper discharge opening 51. As a result, the discharged solidification agent is constantly stirred and mixed by the stirring vanes 21 and 31, 41 in both processes of driving and pulling out. The solidification agent and excavated soil, therefore, are mixed and stirred sufficiently in one cycle of the processes of driving and pulling out without repeating the cycle twice as in a conventional case.
