PROBLEM TO BE SOLVED: To provide a means for preventing the collapse of a building by utilizing primary wave. SOLUTION: The building 3 such as a house or a school is not built directly on the ground 1 but built on a base 2, and a permanent magnet 5 is fixed near the center of gravity of the base 2. At least three guide poles 4 are erected on the ground 1. An electromagnet 6 is installed near the center of the guide poles 4 in a direction to repel the polarity of the permanent magnet installed at the base 2. The electromagnet 6 is driven by electric power obtained by starting a monostable multi-vibrator 13 by the primary wave of an earthquake, integrating generated rectangular wave to generate gradually increased waveform and amplifying it. A gradually increased line of magnetic force is generated from the electromagnet to repel the permanent magnet 5 fixed to the base 2 to thereby push up the base 2, thus constituting a base isolating device for preventing the shake of the earthquake from being directly transmitted to the building to cause the collapse.
