PROBLEM TO BE SOLVED: To provide a self-exciting converter of a switching regulator for high output at a low cost. SOLUTION: An ET product monitor 230 acquires a voltage-time product of time and voltage value applied as a rectified DC voltage to a transformer 104. A switching control unit 250 compares the voltage-time product with a predetermined threshold value. It controls an FET106 depending on the comparison result, to invert switching state of the FET106 into a non-conductive state when a primary coil Np is conductive while into a conductive state when it is non-conductive.
