PROBLEM TO BE SOLVED: To provide an information recording medium which achieves high speed conversion of an external AV input signal from a first format to a second format by using a constrained format, and to provide an apparatus and a method for recording information to the information recording medium. SOLUTION: The constrained format which enables conversion from a first stream (for example, MPEG transport stream) to a second stream (for example, MPEG program stream) is provided. The constrained format defines that a plurality of first packets are grouped and managed in a multiplexing unit, that the first one (AF#8) of complete audio frames in the multiplexing unit (402) is the first one of audio frames in a payload of a second packet (413), that a video elementary stream and an audio elementary stream may be multiplexed to a system stream in the same order as a multiplexing order in the second format that is converted, and that the multiplexing unit comprises 11 consecutive first packets.
