PROBLEM TO BE SOLVED: To provide a tunnel excavator with high construction efficiency, which smoothly excavates a boulder ground in spite of the fact that the excavator has a spoke type cutter head, and also to provide a tunnel excavating method. SOLUTION: This tunnel excavator takes in the soil excavated by a spoke type cutter head 4 into a cutter chamber 14, and excavates a tunnel while discharging the soil by a soil discharging device such as a screw conveyor 13. The cutter head 3 is supported on the front of the body 1 of the excavator rotatably and movably in the excavating direction. A rock drill 16 for crushing a gravel (boulder) W fixedly held by a bulk head 2 and the cutter head 3 is attached to the bulk head 2 demarcating the cutter chamber 14 between the cutter head 3 and itself.
