PROBLEM TO BE SOLVED: To provide a keratin fiber cosmetic composition for making up or caring eyelashes that includes solid content that is equal to or more than the content of the volatile oil. SOLUTION: On the basis of the total weight of the composition, 20 wt.% of water in maximum, and/or water-soluble solvent, at least 3 wt.% of at least one kind of wax, and at least one kind of volatile oil are used and the content of the total volatile oil is lowered than the content of the dried substance in the composition, thereby the cosmetic make-up composition for keratin fiber is prepared.
