A process for manufacturing a highly water-soluble vinyl alcohol-N-vinyl amine copolymer with a degree of hydrolysis higher than 93%, comprising a hydrolysis reaction of a vinyl alcohol-N-vinyl formamide copolymer with an alkaline metal hydroxide in methanol characterized in that the process is carried out with more than 1.5 mol of the alkaline metal hydroxide per mol of N-vinyl formamide units and without addition of water. A higher water soluble vinyl alcohol-N-vinyl amine copolymer obtained by this process and the use thereof.
