PROBLEM TO BE SOLVED: To perform information communication safely and with high convenience by a simple configuration.

SOLUTION: A random number generated by a random number generating section 202 is encrypted by an encryption operating section 208 using a key stored in a secret key storage section 203, and transmitted to a reader/writer 100 as a communication ID via a CPU 207 and an input/output section 201. A CPU 105 decrypts the communication ID through an encryption operating section 106 using a key stored in a secret key storage section 101 and acquires the random number. Furthermore, the CPU 105 transmits an acquisition request of a card ID specific for an IC card 200 stored in an ID storage section 204 via an input/output section 102 as needed, decrypts and acquires data transmitted from the IC card 200 through the encryption operating section 106 using the random number as a key. The present invention may be applicable to an NFCIP-1 device.
