PROBLEM TO BE SOLVED: To provide a bit changing device which easily replaces (changes) bits without the bits or the like being stuck with sediment, and reduces load to a rotating shaft with the bits mounted thereto. SOLUTION: The bit changing device comprises: a cutter head 4 rotated relative to a working face and having a head member 13 arranged to extend in a radial direction; a rotating shaft 31 provided at the head member 13 rotatably around an axis extending along the rotating direction of the cutter head 4, with at least one end projected to the outside of the head member 13 from the side part of the head member 13; a plurality of bits 6 provided at the end, projected to the outside of the head member 13, of the rotating shaft 31, at predetermined spaces in the rotating direction; rotation restraining means 14, 36, 37, 38 for restraining the rotation of the rotating shaft 31; and a rotating means 41 for rotating the rotating shaft 31 in the released state of rotation restraint of the rotating shaft 31.
