PROBLEM TO BE SOLVED: To afford a user with always comfortable rotating motion by the rotating motion shaft of a movable frame by means of coil spring thereby making it possible to adjust the stress of the coil spring by a screw attached to the outside even if shaking occurs in the movement of the movable frame. SOLUTION: The coil spring is built in the mechanism for making rotating motion and the stress of the coil spring is adjusted by the screw 6 attached to the outside such that, even if looseness or shaking occurs in the movable frame, a good operating state can be restored by a popular screw driver. Also, the rotating motion shaft is provided thereon with an antislip recessed part in such a manner tat the rotating motion shaft is supported not by friction resistance but by stress of the coil spring for the purpose of preventing the wear of the rotating motion shaft and stabilizing the movable frame in the prescribed position.
