Proposed steel comprises the following components, wt.-%: carbon, 0.04-0.08; silicon, 0.02-0.06; manganese, 0.4-0.8; aluminum, 0.06-0.12; nitrogen, 0.006-0.008; chrome, 0.06-0.1; vanadium, 0.3-0.4; titanium, 0.6-1.0; zirconium, 0.8-1.2, and iron, the balance.
