PROBLEM TO BE SOLVED: To provide a video encoder and a video decoder capable of simplifying the configuration of a video transmission system by supplying a video synchronizing signal to an apparatus requiring the video synchronizing signal when the apparatus is connected to the video encoder and the video decoder and used.

SOLUTION: The video encoder 1 includes: a video reception section 11 for generating a video sampling clock signal 103 synchronously with a video signal 101; a video synchronizing signal generating section 13 for inputting the video sampling clock signal 103 and for generating a video synchronizing clock signal 104 synchronously with the video sampling clock signal 103; and a video synchronizing signal generating section 14 for receiving the video synchronizing clock signal 104 and generating a video synchronizing signal 107 synchronously with the video synchronizing clock signal 104.
