PROBLEM TO BE SOLVED: To provide a drilling device, favorably drilling a curved hole and a drilling method for a curved hole by using it. SOLUTION: The drilling device A includes: a rod body 3: a drifter 4 for applying turning force and/or striking force for drilling the ground to a bit 2 through the rod body 3; and a guide cell 5 supporting the drifter 4 to move forward and backward and regulating the advancing direction. The device is also provided with a rod bending deformation mechanism B for elastically deforming the rod body 3 having a substantially linear axis O1 while drilling, and the rod bending deformation mechanism B includes: a body part 10 supported to follow the forward and backward movement of the rod body 3; a first extending part 11 which is extended from the body part 10 and elastically deformable; a second extending part 12 which is extended from the body part 10, provided on the substantially opposite side to the first extending part with the axis O1 interposed between them, and elastically deformable; a front end abutting part 13 provided at the front end of the first extending part 11; a rear end abutting part provided at the front end of the second extending part 12; and a rod support part 15 supporting the rod body 3 to move forward and backward.
