PROBLEM TO BE SOLVED: To provide an energy-converting thermoplastic elastomer composition that causes no bleeding and exhibits excellent energy-absorbing properties. SOLUTION: The energy-converting thermoplastic elastomer composition comprises a thermoplastic elastomer (A) having at least a side chain having a hydrogen-bonding crosslinking site comprising a carbonyl-bearing group and/or a nitrogen-containing heterocyclic ring, and an active component (B) that has an aromatic ring, can make hydrogen-bonding and increases the quantity of a dipole moment.
