<P>PROBLEM TO BE SOLVED: To provide an actuator showing excellent rotating characteristics. <P>SOLUTION: The actuator 1 comprises a supporting portion 23; first mass portions 21, 22; a second mass portion 24; first elastic portions 25, 26; second elastic portions 27, 28; and a driving means. The first elastic portions 25, 26 respectively comprise center shaft members 251, 261 extending on a rotation center shaft 100 of the first mass portions 21, 22; and at least a pair of coupling members 252, 253, 262, 263 opposite to each other through the center shaft members 251, 261. By the actuation of the driving means, the pair of the coupling members 252, 253, 262, 263 is bent and deformed in an opposite direction each other. The center shaft members 251, 261 are twisted and deformed to rotate the first mass portions 21, 22.
