PROBLEM TO BE SOLVED: To surely seal a bag opening without producing any wrinkles. SOLUTION: The bag opening 22 is heat-sealed while a polarized member 24 and electrolyte are stored in the bag 14 and a pair of collecting electrodes 26 electrically connected with the polarized member 24 are led outside from the bag opening 22 of the bag 14. Thus, the bag opening 22 is extended so that longitudinal sealing sections 16 with a predetermined width formed on both right and left sides of the bag 14 are pulled to separate with each other, and the extended bag opening 22 is heat-sealed.
