The tree is transmitted by the manager to a terminal, if the number of levels (N) of network architecture is 2, so that the terminal takes a decision to execute it. The tree is transmitted to intermediate managers having k rows, where k is equal to (N-1) and a simplified tree with (k-1) rows is formed by an intermediate manager from the tree, if the number of levels is 3. The method reduces the overall processing time of the tree and can be implemented in a simple and inexpensive manner independent of the technology of access networks such as general packet radio service (GPRS) access networks, while allowing to construct the decision tree and optimize the implementation of the decision tree.
