A vehicle painting and drying device using a sheath heater is provided to remove demerits of a quartz tube damaged by a fire and explosion generated due to sparks although power is supplied to the sheath heater. In a heater device installed at a vehicle painting booth to dry paints applied on a vehicle, a vehicle painting and drying device is composed of: a sheath heater(100) connected to a power source to generate heat in receiving power; a closed explosion-proof terminal box(200) having a wire insertion port(210) formed at one side to connect an inserted wire to the sheath heater and a terminal box cover unit(220) installed on the other side to cut off explosion caused by electric sparks; and a closed explosion-proof wire lead-in unit leading in the wire inserted into the wire insertion port, with keeping airtightness to cut off explosion caused by electric sparks.
