A device for obtaining system information in a mobile communication system and a method thereof are provided to receive a BCCH(Broadcasting Control Channel) having periodically transmitted system information by using a meanlingless stealing flag, only when the system information is changed, thereby preventing power consumption. A base station decides whether or not system information change is necessary(300). If so, the base station increases 8-bit stealing flag values within 4 frames which constitute a paging message, and notifies that system information is changed(310). The base station broadcasts the paging message by loading the message on a CCCH(Common Control Channel), and broadcasts the system information by loading the system information on a BCCH(330).
