An image photographing device, a photographing device, and an image outputting deice, a method and a program thereof are provided to evaluate brightness such that an area with a local brightness difference in an input image is clearly detected, and to control the exposure of the image photographing device and to correct the brightness of the image photographing device based on the evaluated brightness. An image forming device includes a contrast area detecting unit(151), a brightness dividing unit(156), and a boundary brightness value generating unit(157). The contrast area detecting unit(151) determines an area, which has contrast greater than a threshold value, as a contrast area, in which the area is a portion of an input image having a plurality of pixels. The brightness dividing unit(156) divides the input brightness of the contrast area into a bright side and a dark side. The boundary brightness value generating unit(157) generates a boundary brightness value between the bright side and the dark side based on the brightness distribution of the bright side and the dark side.
