An oxadiazole urea compound is provided to inhibit the growth of cancer cell line and activity of STAT3(Signal Transducers and Activation of Transcription 3) effectively, thereby being usefully used for preventing and treating cancer. An agent for preventing or treating cancer comprises an oxadiazole urea compound inhibiting the activity of a STAT protein and represented by the formula(1) or a pharmaceutically acceptable salt thereof as an effective ingredient, wherein the cancer is large intestine cancer, stomach cancer, prostatic carcinoma, breast cancer, kidney cancer, liver cancer, brain tumor, lung cancer, uterine carcinoma, colon carcinoma, bladder cancer or pancreas cancer and the STAT protein is STAT1, STAT3 or STAT5 protein.
