A device for separating a refuse optical fiber cable and a method for manufacturing the same are provided to reduce an incineration process, and to reduce both air pollution due to incineration and expenses of foreign currency due to lack of raw materials. A device for separating a refuse optical fiber cable includes a square type apparatus box(70) in an upper part. First cutters which are arranged on right and left of the apparatus box have an input locking device(30) and a blade. A first motor is installed inside the apparatus box. Gears for the first cutter and a second cutter are mounted and connected via a first power device(12) inside the apparatus box. A separation core receiving pipe connected to the end of the inside of the apparatus box is mounted by forming an inlet accommodating a separation core(86) in the middle of a second separator for distributing the optical fiber to the second cutter behind the first cutter on the upper of the apparatus box.
