An upper sliding device for a bumper beam of a vehicle is provided to raise the bumper beam by preventing underride even without increasing the area of the bumper beam. An upper sliding device for a bumper beam of a vehicle includes a bumper stay(100), a guide bracket(200), and a bumper beam(300). The bumper stay is mounted on a plate(10), and has a top and a bottom which are bent downwardly have guide slots(110). The guide bracket is positioned inside the bumper stay, and has both ends bent downwardly along the bumper stay. The guide bracket has holes formed at both bent ends such that the guide bracket is fastened to the bumper stay via a bolt(220) penetrating through the guide slot. The bumper beam is arranged inside the guide bracket such that the bumper beam is slidable along the guide slot integrally with the guide bracket when impact is applied from an external source.
