PROBLEM TO BE SOLVED: To control comfortable air conditioning close to individual body sense and saving energy. SOLUTION: This air conditioning control device comprises: a PMV operation portion 10 for calculating a PMV value as a warmth sensation index by inputting a plurality of process parameters having influence on human sensation of warmth; an individual attendance detecting portion 11 detecting the attendance of a person owning a personal computer when power sources of a plurality of individual personal computers 12 disposed indoors are switched on; an average PMV operation portion 13 having a database in which the PMV value indicating an individual comfort level is written corresponding to an IP address of each individual personal computer, and reads out the PMV value of the corresponding IP address from the database when the attendance information is taken from the individual attendance detecting means 11 to operate the average PMV value; a setting portion 14 for setting the average PMV value determined by the average PMV operation portion as a target PMV value; and a set room temperature operation portion 16 for determining the deviation between the PMV value determined by the PMV operation portion and the average PMV value output from the setting portion, and calculating a room temperature set value on the basis of the deviation for controlling a room temperature.
