PROBLEM TO BE SOLVED: To provide a handwritten character processing device improving a character recognition rate of handwritten character input in an inclined state, preferably while correcting the inclination of characters and performing formatting by adjusting character spacing. SOLUTION: This handwritten character processing device 120 is provided with a character frame cutout portion 104 for cutting out a handwritten and input character string by every character and setting a character frame to each cutout character, a reference line creating portion 105 for creating a reference line indicating the inclination of character string by connecting centers of the character frames, an inclination deciding portion 106 for calculating a rotating angle of the character frame based on an arbitrary direction by using the reference line, and a character frame correcting portion 108 correcting the inclination of the character frame.
