PROBLEM TO BE SOLVED: To provide a liquid developing device capable of precisely measuring the particle concentration of liquid toner and appropriately retaining the concentration of liquid toner supplied to the photoreceptor drum, and to provide a wet type image forming apparatus. SOLUTION: Particle concentration is measured using only one kind of array of light emitting element out of the array of light emitting element 50A to 50C, the array of light emitting element 51A to 51C, or the array of light emitting element 52A to 52C of a concentration sensor 37. Infrared light identical in peak wavelength to the arrays of light emitting element 50A to 50C, light emitting element 51A to 51C and light emitting element 52A to 52C is emitted to liquid carrier, and the transmittance of only the liquid carrier is measured. Particle concentration is measured using a light emitting element that is identical to infrared light of the highest transmittance in terms of the peak wavelength of light emission.
