PROBLEM TO BE SOLVED: To provide a conductive rubber roller which is used for an image forming apparatus of an electrophotographic system, is uniform in cell distribution, and is free from hardness unevenness, and also to provide a method for manufacturing the same. SOLUTION: The rubber material forming a rubber layer comprises: at least a rubber raw material including acrylonitrile rubber and epichlorohydrin rubber; and carbon black compounded at≥5 to≤30 parts by mass with 100 parts by mass rubber raw material. The rubber layer is subjected to vulcanization foaming by irradiation with microwaves of 2,450±50 MHz and hot air, and the amount of reflection to the amount of irradiation of irradiation microwaves in the vulcanization foaming is≤30%.
