PROBLEM TO BE SOLVED: To provide a developer capable of reducing development residue after development when a photosensitive resin layer formed of a photosensitive transfer material is developed after exposure, and an image forming method using the developer. SOLUTION: A step of developing a transferred photosensitive resin layer with the alkali developer after exposure to form an image is carried out, wherein a carbonate and an anionic surfactant are contained in the alkali developer. The carbonate contains a sodium ion and/or a potassium ion, the concentration of the carbonate is 0.04-0.5 mol/kg, and a naphthalenesulfonic acid derivative salt (A) and a polyoxyethylene naphthyl ether sulfate (B) are contained in the anionic surfactant, wherein the ratio of the mass of (B) to the total mass of (A) and (B) is 20-60 mass%.
