PROBLEM TO BE SOLVED: To provide a positioning device or the like which can output a position with high accuracy, and with reliability. SOLUTION: The positioning device 20 performs a positioning, based on a satellite signal from a positioning satellite. The device comprises a position-holding means for holding a reference position P; a standstill condition deciding means which decides whether the reference position P satisfies the standstill condition B; a mean position calculation means which calculates the mean position Pav, with averaging of the reference position P satisfying the standstill condition B and the present positioning position Pg calculated by the positioning; a position output means which outputs the mean position Pav; and a position storage means for storing in the position-holding means the mean position Pav as the reference position P.
