PROBLEM TO BE SOLVED: To provide a fixing device and a fixing method by which a toner image formed by using a capsule toner can be fixed to a recording medium with high fixing strength, and to provide an image forming apparatus equipped with the fixing device, and an image forming method using the fixing method. SOLUTION: The fixing device 12 is provided with: a first heating and pressurizing section 14 that includes a first heating roller 30 and a first pressurizing roller 40, wherein the first pressurizing roller 40 is pressed to the first heating roller 30 and elastically deforms; and a second heating and pressurizing section 15 that includes a second heating roller 50 and a second pressurizing roller 60, wherein the second heating roller 50 and the second pressurizing roller 60 are pressed to each other to elastically deform. As the capsule toner 24 is collapsed by fracturing or melting the shell portion of the capsule toner 24 in the first heating and pressurizing section 14 and then further heated and pressurized in the second heating and pressurizing section, the capsule toner 24 can be reliably melted, resulting in improvement in the fixing property to a recording sheet 25.
