PROBLEM TO BE SOLVED: To provide a laser-induced fluorescence method for reducing a fluctuation in the quantity of a fluorescence from a target element due to a disturbance factor such as a fluctuation in a melted metal, and accurately measuring a concentration of the target element. SOLUTION: After the melted metal within the finery 10 13 irradiated with a first pulse laser and a plasma radiation light is generated from the melted metal 13, a second pulse laser having an intrinsic wavelength resonated with the target element is irradiated, and generates the fluorescence from the target element. A light quantity detector 18 is installed in the vicinity of a location at which the first pulse laser is introduced into the finery 10, converts the quantity of the fluorescence into an electrical signal, and transmits it to a data processor 4 installed and separated from the finery 10. The data processor measures a signal intensity I<SB>f</SB>based on the fluorescence. The plasma radiation light is transmitted to a spectrum analyzer 14 installed and separated from the finery 10. The spectrum analyzer 14 measures a signal intensity I<SB>c</SB>based on a line spectrum of a particular main element within the melted metal 13. The concentration of the target element within the melted metal 13 is measured from a signal intensity ratio I<SB>f</SB>/I<SB>c</SB>of the signal intensities I<SB>f</SB>, I<SB>c</SB>.
