A power control method in a communication system and a system thereof are provided to differently apply reference of uplink power control according to a channel state in accordance with existence areas of mobile terminals existing within a predetermined cell, thereby improving quality of transmission signals in uplink of a mobile terminal existing in a central area of a base station. A base station calculates the first offset according to data transmission channel state information of a mobile terminal and traffic information of the mobile terminal(301-305). The base station determines the second offset according to reception channel state information of the terminal received from the terminal(307,309). The base station determines the third offset according to interference information received from other base stations adjacent to the base station(311). The base station transmits power control information determined according to the first, second, and third offsets to the mobile terminal(313).
