<P>PROBLEM TO BE SOLVED: To solve the following problem of an image forming apparatus using a rotary developing device, that color mixture and deterioration of an output image are caused since surplus toner sticks near the toner supply port of a developing part after toner is supplied, and the surplus toner splashes in the image forming apparatus and sticks on the surface of the photoreceptor with the rotation of the rotary developing device. <P>SOLUTION: In the image forming apparatus, a surplus toner receiving part is arranged under the rotary developing device in the image forming apparatus, and the surplus toner stuck near the toner supply port after the toner supply is mpved above the toner receiving part by rotating the rotary developing device at low speed, thereafter, the surplus toner is shaken down on the surplus toner receiving part by rotating the rotary developing unit at high speed in a range above the toner receiving part.
