<P>PROBLEM TO BE SOLVED: To provide an inexpensive and highly effective magnetic sheet (separate sheet 4), its manufacturing method and a non-contact IC medium 1. <P>SOLUTION: This magnetic sheet is provided with a first magnetic layer 41 and a second magnetic layer 42, where a plurality of magnetic tapes 41a and 42a formed of magnetic substance, such as tape with fixed width, are arranged in parallel, and the first magnetic layer 41 and the second magnetic layer 42 are arranged so as to be superimposed on each other, while the directions of the magnetic tapes 41a and 42a made to cross so that a separate sheet 4 can be formed.
