PROBLEM TO BE SOLVED: To reduce labor for updating abnormality notification destinations in an abnormality notification device. SOLUTION: In a potable communication device 10, a contact destination information management section 54 manages one or more pieces of contact destination information of terminal devices, and makes a telephone call or performs data transmission and reception with a terminal device related to the contact destination information. A contact destination information transmission section 50 transmits part or all of the pieces of the contact destination information managed by the contact destination information management section 54, to an abnormality notification device 20 at a predetermined timing. In the abnormality notification device 20, a contact destination information storage 88 stores one or more pieces of contact destination information. A contact destination information update section 86 updates the contact destination information stored in the contact destination information storage 88, based on contact destination information received by a contact destination information reception section 84 from the contact destination information transmission section 50. When an abnormality detection section 64 detects a predetermined abnormality, an abnormality notification section 80 notifies information related to the abnormality to a terminal device related to at least one piece of contact destination information stored in the contact destination information storage 88.
