PROBLEM TO BE SOLVED: To provide an IP telephone service system with which file download in which a guide function to a user is improved is attained. SOLUTION: The IP telephone service system includes: an IP telephone system to which a telephone set is connected; an SIP server which performs SIP message control and management of positional information, a telephone number of the IP telephone system; a software management IP telephone system having a software management function and a global IP network for connecting them. The software management IP telephone system has a processing means for receiving an SIP message from the IP telephone system via the SIP server, a network to perform call termination processing and a generation/transmission means for generating an RTP packet according to content of the SIP message obtained by the call termination processing to be transmitted to the IP telephone system. The IP telephone system has a conversion means for analyzing the RTP packet to convert it into a voice signal to be used in the telephone set when the RTP packet is received.
