PROBLEM TO BE SOLVED: To perform an automatic preparation of a plan change proposal for each time assumed as an operation restart time at a stage detecting an operation trouble, obtain an operation arrangement and perform a quick operation arrangement by showing the correlation of the restart time and the diagram recovery at a stage before the restart time is determined. SOLUTION: When an operation arrangement device 1100 detects the operation trouble from the actual result information transmitted by a station facility device 1200, an operation arrangement support system displays operation trouble information on a display device 1191 by a user input receiving part 1110. Diagram prediction processing and plan change proposal processing are performed for each time assumed as the operation restart time at a proposal preparation part 1150. The plan change proposal processing prepares the plan change proposal for preferentially running a train defined to preferentially run based on a given priority rate. A proposal information editing part 1160 evaluates the evaluation of the plan change proposal prepared at a proposal preparation part 1150 based on given evaluation items, and displays the evaluation result as a plot point on a two-dimensional graph where the evaluation result is on a vertical axis and the operation restart time is on the axis of abscissa.
