An information managing system is provided with a encrypted database set at a data center for storing electronic data, a data administrating device for encrypting a decoding key of the database and saving the same for administrating access to the database, a user device set at a user site to be capable of communicating with the data administrating device through the internet network and an authenticating device for saving a decoding key for the decoding key of the database, managing rights to access the database and making communication possible with the user device and the data administrating device through the internet, wherein it is necessary to obtain an effective access certificate from the authenticating device and the decoding key for the decoding key of the database when the user makes use of data of the data center.
